Limited Waitlist Opening for Displaced Preference

  1. The Norwalk Housing Authority will be holding a limited waitlist opening and accepting applications only from families eligible for its Displaced Category I preference on 6/22/26

    Applications will accepted Monday June 22, 2026, 9:30 am - 4:00 pm.  Apply in person at 24½ Monroe Street, Norwalk or by email to mmamun@norwalkha.org using this form. Applications will be accepted on June 22nd only.

    1. What does it mean to be "displaced" for this preference?

For this waitlist opening, to be displaced you must be permanently displaced either because you live on a property owned by the Norwalk Housing Authority that is scheduled for renovation, or you must have been told by a government agency that you cannot live in your unit within the past six months.  Some common examples are:

  • The Health Department putting a notice on your door stating the unit is uninhabitable and you cannot live there permanently. Health code violations including infestations are not displacement unless the health department has said you cannot live there.
  • Natural disasters destroying your home with FEMA or another responding agency determining it to be uninhabitable
  • The government seizing the home using eminent domain in a way that does not allow you to live there, often due to something like a plan to build something through the property such as a train line or highway.

2. I have been evicted is that displacement? No, eviction is not enough to qualify for this preference

3. Does domestic violence count as displacement? No, while you may be eligible for other assistance based on your history as a domestic violence survivor, you will not qualify for this preference based on that alone. If you are dealing with domestic violence, we encourage you to call the Domestic Violence Crisis Center at (203) 588-9100.

4. Can I still apply? You can apply using this application on June 22 between 9:00 and 4:30 in our office at 24 ½ Monroe St, or by emailing it on June 22nd to mmamun@norwalkha.org.  If you do not live in a NHA owned property scheduled for renovation, you will need to include proof of government displacement.  Applications will only be accepted on June 22nd.
