Minutes of Meeting

The Regular Meeting of the Norwalk Housing Authority Board of Commissioners was held at 6:00pm Thursday December 9, 2021.

LOCATION: Zoom Video Conference

PRESENT: Jeffery A. Ingraham, Chair

Meeting began at 6:06 PM

Chairman Ingraham opened the meeting via Zoom video conference. He recognized the following present Vice Chair Brenda Penn-Williams, Commissioner Rahoul Dupervil. and acknowledged the existence of a quorum.

Due to Commissioner Dupervil's time constraints Mr. Bovilsky suggested tabling the Secretary's Report until all New Business was presented.

Chairman Ingraham opened the Public Hearing for Public Comment regarding the Norwalk Housing Authority (NHA) 2022 Annual Plan.
As there were no Public Comments Chairman Ingraham moved to close the Public Hearing. All Commissioner were in favor.

18-03 Commissioner Brenda Penn-Williams moved to approve:
a. Norwalk Housing Authority (NHA) 2022 Annual Plan
Commissioner Dupervil seconded the motion.


Specific goals and accomplishments regarding the 2022 NHA PHA plan had been presented and discussed at the November Board Meeting. Commissioners reviewed the goals of the Move to Work application and voted to approve the 2022 PHA Plan.

18-04 Commissioner Penn-Williams moved to approve:

b. Commissioners and Staff attendance at the NERC-NAHRO 2022 Mid-Winter Conference February 6-9 at Mohegan Sun Convention Center, at a Membership cost of $499 and room rate of $169 for the Sky Tower plus an $18 facility fee and $149 for Earth Tower plus an $18 facility fee.

Commissioner Dupervil seconded the motion.

All in favor. Motion was carried.

Mr. Bovilsky stated three Addendums had been added to the agenda and turned the meeting over to Greg Lickwola who presented the first Addendum. Mr. Lickwola said after careful evaluation he recommended awarding a contract to M & R Contractors to replace kitchens & bath at Chapel Street Apartments and replace kitchens at Fairview and Seaview Apartments. Mr. Lickwola stated because of previous projects completed by M & R, he was aware of the quality and timeliness of their work. He also noted they presented the best price.

18-05 Commissioner Dupervil moved to approve:

e. Awarding a contract in the amount of $1,250,000 to M & R Contractors of Farmington CT to replace kitchens & bath at Chapel Street Apartments and replace kitchens at Fairview and Seaview Apartment.

Commission Penn-Williams seconded the motion.

In response to Commissioners questions Greg Lickwola noted this project is financed by the 2020 Capital Fund.

Mr. Bovilsky presented the second Addendum stating both he and Wendy Gerbier agree NH Learning Center Students would benefit from Michael Crafter's participation in the upcoming Five Frogs Leadership Roundtable. Mr. Crafter works closely with learning center participants as the Student Success Manager. 

18-06 Commissioner Penn-Williams move to approve:

f. Michael Crafter to attend 14 sessions of the Leadership Development Roundtable sponsored by Five Frogs - Brave Leaders. Bold Action, meeting February 2022 through October 2022 at a cost of $2500.

Commissioner Rahoul Dupervil seconded the motion.

All in favor. Motion was carried.

Mr. Bovilsky turned the meeting over to Leroy Fender to present the third Addendum. Mr. Fender requested approval of a one-year contract with JP McHale Integrated Pest Management Inc. to complete pest management of Norwalk Housing Properties. After careful evaluation Mr. Fender stated JP McHale provides the most comprehensive services while maintaining the staff and skills to manage NH needs.

18-07 Commissioner Brenda- Penn Williams voted to approve:

g. Approval of $61,740 Integrated Pest Management (IPM) contract with JP McHale Pest Management Inc. for yearly scheduled pest management treatment to all Norwalk Housing Units plus an individual charge of $150 per bedroom for On-Call conventional Bedbug treatment.

Commissioner Dupervil seconded the motion.

The meeting returned to remaining New Business.

Chairman Ingraham moved to table the Secretary's Report until the January 13th 2022 meeting.

At 6:30 Commissioners moved to adjourn the meeting.
