ADDENDUM #1 to Request for Qualifications (RFP) for Tenant Relocation Services

To all applicants of record:

 

This addendum is issued to clarify, add, delete, correct and/or change the Request for Proposals (RFP) documents issued on 4/4/2023 and is hereby made a part of the RFP documents on which the contract will be based. It is the responsibility of all Respondents to conform to this addendum.

 

 

 

Question 1.        Just to confirm, the Tenant Protection Vouchers (TPV) can be used outside of Norwalk?

 

NHA Response: Yes. Tenant Protection Vouchers can be used outside of Norwalk.  For households interested in porting their TPV out of Norwalk, the contractor will work with NHA staff in assisting the household to port their voucher.

 

Question 2.        Can the TPVs be used in any other states i.e. NY, MA, RI?

 

NHA Response:  Yes, TPVs can be used in other states.  For households interested in porting their TPV out of the NHA system, including out-of-state, the provider will work with NHA in assisting the household to port their voucher.

 

Question 3.         Are there funds to assist with housing application fees?

 

NHA Response:  Yes.  NHA will reimburse residents the cost of up to three rental application fees.

 

Question 4.        Will NHA cover security deposit costs- 1x or possible 2x monthly rent if required by the landlord?

 

NHA Response: Yes, NHA will pay a reasonable deposit required for a household to lease a unit.  NHA will provide a maximum of two-months' deposit.

 

Question 5.        Are there funds to help with utility arrearages for residents moving into units?

 

NHA Response: No.  NHA will not provide financial assistance for utility arrearages accumulated during tenancy at Meadow Gardens.  However, utility reconnection fees may be reimbursed upon receipt of their first utility bills in the relocation unit.

 

Question 6.        How many of the 41 households that need to be relocated have children enrolled in the Norwalk public schools?

 

NHA Response:  37 households have school-aged children between 5 years to 18 years of age.

 

Question 7.         Do all the relocation units need to be 3-bedroom units or are 2-bedoom units permissible?

 

NHA Response:  A household being relocated from a unit subsidized under one program (e.g. public housing) to a unit subsidized under another program (e.g. Section 8) will be subject to the occupancy standards of the program they are relocated into. Occupancy standards relate to family size and composition at the time of relocation and therefore households may be entitled to either a larger or smaller unit than the one previously occupied.

 

Further, a household that is entitled to a three-bedroom unit who wishes to relocate to a two-bedroom unit may choose to do so voluntarily. At a minimum, the dwelling unit must have a living room, a kitchen area, and a bathroom. Also, the dwelling unit must have at least one bedroom or living/sleeping room for each two persons.

 

Question 8.         What is NHA's proposed timeline with Phase 1 if starting approximately in June 2023 through Phase 5 when tenants move back to Meadow Gardens?

 

NHA Response: NHA's proposed timeline from Phase 1 (Relocation Planning) to Phase 5 (Re-Occupancy) as described in the RFP is approximately June 2023 (Phase 1) to March 2026 (Phase 5). As it is very early in the process of building the new Meadow Gardens, this timeline is subject to change.

 

Question 9.         Demolition is potentially slated for Summer 2024 so all residents need to be relocated by late Spring 2024?

 

                NHA Response: Yes, the goal is for all residents to be relocated by late Spring or early Summer 2024. The contractor will work with NHA to create a more detailed timeline with milestones.

 

Question 10.      Is there an approximate award amount that the grantee will be funded to provide the scope of services described in the RFP?

 

NHA Response: The award is a contract, not a grant. The contractor will be selected based on qualifications and price. The RFP outlines the qualifications criteria for selecting a contractor. NHA's procurement policy does not require that NHA select the lowest bid. However, price is a factor in the decision process and contractors are advised to offer a competitive fixed fee per phase according to the RFP.
