The Regular Meeting of the Housing Authority of the City of Norwalk was held at 6:00 PM October 22, 2019.

New Business:
16-45 Commissioner Ingraham moved to approve:
a. Housing Choice Voucher Payment Standard effective 1/01/2020
Commissioner Penn-Williams seconded the motion.
Kras Carlucci clarified the purpose of High and Low Census track rents as reflected on payment standards. Thomas Hickey referenced the Voucher Management System (VMS) as it relates to Section 8 payments. Kras also stated a rent reasonableness study is a factor in determining rents. All rents are approved by HUD.

16-46 Commissioner Ingraham moved to approve:
a. Childcare Payment Standards effective 1/01/2020
Commissioner Penn-Williams seconded the motion.
Kras Carlucci stated Norwalk Housing follows Childcare payments follow guidelines determined by the State of CT Department of Social Services.

Adam Bovilsky introduced Nan McKay consultant and trainers Cydney Jones and Georgia Karageorge who with the input of NHA staff and Resident Advisory Board, are in the process of defining a required Norwalk Housing Five-Year Plan for January 2020 HUD submission. If approved the Plan and it guidelines will be in effect from April 1, 2020 to March 31, 2024. Commissioners and Nan McKay representatives discussed NHA goals, mission service to residents, accomplishments, and service expansion opportunities. Potential policy decisions were outlined by Nan McKay and discussed by Commissioners.

Adam Bovilsky and Commissioner clarified the December 10th meeting date.
At 8:19 Norwalk Housing Staff left the meeting.
Commissioners adjourned to an Executive Session.
At 8:39 Commissioner Ingraham moved to adjourn from the Executive Session. Commissioner Brown seconded the motion. All in favor. Commissioners returned to the Regular Meeting and adjourned.
