06/28/2022 RFP Project Based Vouchers (PBV) for Property Owners and/or Developers

Norwalk Housing Authority (NHA) is seeking proposals from Property Owners and/or Developers for Project Based Vouchers (PBV) available under the Department of Housing and Urban Development (HUD) Housing Choice Voucher Program. New construction, substantial rehabilitation projects, or existing units are all eligible for consideration. Up to 20 PBV are available under this RFP. Proposed units must be in the City of Norwalk.

The Norwalk Housing Authority (NHA) administers the US Department of Housing and Urban Development (HUD) "Section 8" Housing Choice Voucher program for the City of Norwalk. One of the primary goals of this program is to deconcentrate poverty and promote mixed-income neighborhoods. More information on these program goals and how NHA utilizes voucher subsidies can be found in NHA's Administrative Plan

HUD allows Housing Authorities to attach up to 20% of its Housing Choice Vouchers to specific housing units by "project-basing vouchers". In contrast to the tenant-based voucher program, a project-based housing subsidy remains connected to the rental unit even after a tenant moves out of the unit. Applicants who will occupy units with project-based rental assistance must be selected from the Housing Authority's waiting list.

NHA is making up to 20 Project Based Vouchers (PBV) available to property owners and/or developers through a competitive process. This competitive process is established pursuant to NHA's Administrative Plan, Title 24, Chapter IX, Part 983 of the Code of Federal Regulations, and PIH 2017-21. NHA may select one or more proposals under this RFP so long as the total number of vouchers committed does not exceed 20. The HAP contract for the PBV awarded by this RFP will have a term of fifteen (15) years and may be renewed.

NHA will make every effort to provide a written selection decision to all Respondents within 30 days of the close of this RFP. If selected, the Respondent may be expected to provide additional information requested by the Board of Commissioners or HUD in the final approval process.
