REPORTS TO: DIRECTOR OF MODERNIZATION

POSITION SUMMARY: This position requires a balance of skills in field and office procedures. Work includes planning and coordinating with the architect to ensure that all work progresses as contracted and that all reports are received and processed. Must possess a good technical knowledge of blueprints, building codes and contract procedures. Position also requires working knowledge of office procedures and office machines. Work is performed under the general supervision of the Director of Modernization and is evaluated through observation of program effectiveness and the review of reports.

ESSENTIAL FUNCTIONS:
1. Performs regular site visits where construction work is in progress to ascertain whether work performed is according to specification and plans.
2. Interviews workers at construction site to determine that work performed matches the job title and pay scale listed and prepares reports.
3. Discusses work site progress with the architect and work with the architect to correct any deficiencies or discrepancies.
4. Keeps Director of Modernization informed of all activities, progress, problems and plans through regular verbal and written reports.

RELATED DUTIES AND RESPONSIBILITIES:
5. Assists Director of Modernization in preparing requisitions for payment, mailing and filing as appropriate.
6. Assists Director of Modernization with preparation of modernization reports.
7. Review as-built drawings, blueprints and specifications, technical manuals, and warranties to assure that all are updated and in place.
8. Performs related duties as required.
9. Attends and participates in various meetings related to authority business.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Comprehensive knowledge of methods, practices, materials, and tools of the building trade.
2. Comprehensive knowledge of building codes and requirements for licenses, permits, etc.
3. Familiarity with federal requirements for lead-based paint testing and abatement requirements and asbestos testing and abatement requirements.
4. Familiarity with soil and water conservation requirements and procedures.
5. Ability to communicate effectively with supervisor, peers, residents, contractors, public officials, architect, and the general public both verbally and in writing.
6. Ability to maintain complex records in an orderly fashion and prepare concise reports.

EDUCATION AND EXPERIENCE:
1. Graduation from high school.
2. Special training in specific areas such as blueprints, safety, codes, etc. highly desirable.
3. Extensive and increasingly responsible with two years' experience in a supervisory capacity in the building trade.

SPECIAL REQUIREMENTS:
1. Possession of a valid Connecticut motor vehicle operator's license.
2. Must be bondable.
