MINUTES OF A MEETING
An Emergency Meeting of the Norwalk Housing Authority Board of Commissioners convened at 4:30pm May 21, 2025.

Roll Call:
At 4:30pm, Chair Penn-Williams opened the meeting. Chair Penn-Williams recognized Treasurer John Church, Commissioner Isaac Walcott, and Commissioner Teneshia Jacobs as present and acknowledged the presence of a quorum. She noted Vice Chair Liza Bermúdez-Montgomery was not expected at tonight's meeting.
Mr. Bovislky noted that this meeting was to obtain Commissioners' approval to change the $2,000,000 loan from Norwalk Housing to Sound Communities Meadow Garden project to a $2,000,000 grant.
40-46 Treasurer Church moved to approve:
a. Change the $2,000,000 loan from Norwalk Housing to Sound Communities Meadow Gardens project to a $2,000,000 grant.
Commissioner Walcott seconded the motion.
Staff explained the need to grant, rather than loan, the funding as based on underwriter requirements that were not expected prior to the meeting at which the loan was originally voted on. Commissioners discussed the need to move forward with the project. Concerns related to the need for emergency meetings were raised and the Chair indicated her reluctance to grant future funding requests via emergency meetings. Commissioner Walcott also stated that this project involved a complicated financing process, explaining that it is not uncommon for the bank/underwriter to change their requirements as the process unfolded.
