MINUTES OF A MEETING

A Special Meeting of the Norwalk Housing Authority Board of Commissioners convened at 5:30pm August 14, 2025.

Roll Call:
At 5:30pm, Chair Penn-Williams opened the meeting. Chair Penn-Williams recognized Treasurer John Church, Commissioner Isaac Walcott, and Commissioner Teneshia Jacobs as present and acknowledged the presence of a quorum, noting Vice Chair Liza Bermúdez-Montgomery was not expected at tonight's meeting.

Mr. Bovilsky stated that this Special Meeting was to approve the following time sensitive modernization contracts and asked Greg Lickwola to take the floor. Mr. Lickwola stated after careful review he is recommending that the Norwalk Housing Board of Commissioners award a contract in the amount of $278,000 to Colonna Concrete & Asphalt Paving LLC, Woodbridge CT, to replace West Cedar Street sidewalks.

40-63 Commissioner Walcott moved to award:

a. Contract in the amount of $278,000 to Colonna Concrete & Asphalt Paving LLC, for replacement of West Cedar Street sidewalks.

Treasurer Church seconded the motion.

Greg Lickwola noted that Colonna Concrete & Asphalt, in addition to being the lowest bidder, have completed several successful projects for the City of Norwalk and come highly recommended.

All in favor. Motion carried

Greg Lickwola reported that after careful review, he is recommending that the Norwalk Housing Board of Commissioners award a contract in the amount of $430,000 to Stanley Construction LLC, Seymour CT , for the replacement of windows at Irving Freese.

Mr. Lickwola reported that he has verified the company's references, licenses and debarment status and found all documentation in proper order. He further noted that Stanley Construction LLC has successfully completed projects for the Norwalk Housing Authority and is currently working on two ongoing projects: a boiler project at Irving Freese and bathrooms at John Shostack.

40-64 Treasurer Church moved to award:

b. Contract in the amount of $430,000 to Stanley Construction LLC for replacement of Irving Freese windows.

Commissioner Walcott seconded the motion.
