Quality Control Specialist

REPORTS TO: Director of Housing Operations

Job Summary:
The Housing Authority of the County of City of Norwalk has an opening for a Quality Control Specialist for its Section 8/Housing Choice Voucher Program. The Quality Control Specialist will conduct internal audits of new contracts, annual re-certifications, and Housing Quality Standards Inspections (HQS) to assess accuracy of tenant eligibility, rent calculations and program compliance with Federal Regulations.

Essential Job Duties:
• Audits Section 8 Housing Choice Voucher contracts for new program applicants to ensure all eligibility requirements are met and program policies and procedures are applied properly.
• Conducts field audits of Housing Quality Standards Inspections (HQS) to ensure U.S. Department of Housing and Urban Development (HUD) regulations and Section Eight Management Assessment Program (SEMAP) requirements are met.
• Prepares and submits reports of audit findings and recommends corrective action.
• Audits annual reexaminations of existing program participants to ensure all program allowances, tenant rent calculations, and allowed deductions are all applied in accordance with HUD regulations.
• Interprets and implements HUD regulations and guidelines.
• Performs other duties as assigned.
• Regular attendance is an essential job function.

Qualifications:
• Bachelor's degree in public administration, urban planning, sociology or a related field.
• Combination of 5 years of college level education and/or experience administering affordable housing programs is required. (preferable Section 8 Housing Choice Voucher or Public Housing)
• Computer literacy is required (must have ability to pass computer literacy assessment test).
• Experience working with PHA Web or other housing software is highly desirable
• Must be detail orientated.
• Ability to multi-task and perform efficiently in a fast-paced work environment.
• Ability to communicate effectively both orally and in writing.
• Work independently with minimum supervision.

Special Requirements:
• Possession of a valid Connecticut Driver's License, a satisfactory driving record and a reliable insured vehicle are required.
• Section 3 compliant.
• A check for criminal history will be required prior to appointment.
