RFP Employee Assistance Program (EAP) Services Addendum/Q&A

• Estimated annual budget/contract value: NHA has not established or disclosed an estimated annual budget for this procurement. Vendors should submit their most competitive pricing based on the scope of services and approximately 108 employees.

• Virtual vs. on-site services: NHA has not established a required percentage of virtual versus on-site services. Vendors should
describe their service delivery model and ability to provide both virtual and in-person services.

• On-site requirements: No minimum number of regularly scheduled on-site hours has been established. Vendors should identify their ability to provide on-site support when requested, including critical incident response, employee/management consultations, training, or other circumstances where in-person services would be
beneficial.

• Hours of EAP availability: EAP crisis/support access should be available 24 hours a day, 7 days a week, 365 days a year, with routine counseling appointments and administrative services available during the vendor's normal business hours.

• Provider qualifications/experience: Proposers should demonstrate experience providing EAP services to employers and have appropriately licensed or credentialed professionals available to provide counseling, assessment, referral, crisis intervention, and related services. Experience serving public-sector organizations is preferred but need not be mandatory unless NHA wishes to make it a qualification.

• Experience of key personnel: Yes. Relevant prior EAP management and service-delivery experience of key personnel may be
considered when evaluating the proposer's qualifications. However, the proposal should also demonstrate that the organization has the capacity and resources to successfully perform the contract.

• Wellness education/seminars: Yes. The scope may include
employee wellness education and seminars, including topics such as stress management, work-life balance, mental health awareness, substance misuse, conflict resolution, resilience, and other relevant workplace wellness topics. Vendors should identify what educational programming is included in their proposed fee and any services that carry an additional charge.

• Provider network: Yes. The successful vendor should maintain an adequate network of qualified and appropriately licensed counselors and other professionals to provide timely, confidential services to NHA employees and eligible participants. The proposal should describe network size/coverage, provider credentials, appointment availability, virtual capabilities, and procedures for referrals when specialized services are required.
