Family Self-Sufficiency (FSS) Program
What is the FSS Program?
The Family Self-Sufficiency (FSS) Program helps families:
- Increase their income
- Build financial stability
- Work toward long-term goals
This program is designed for families receiving housing assistance who want to become more financially independent.
How the Program Works
When you join the program:
- You sign a Contract of Participation (agreement)
- You create a personal goal plan with your FSS Coordinator
- You work toward goals like:
- Getting a job or increasing income
- Going back to school or training
- Improving credit
- Preparing for homeownership
The program typically lasts 5 years (with possible extensions if needed).
Your Personal Plan (ITSP)
You will create an Individual Training and Services Plan (ITSP).
This plan includes:
- Your personal goals
- Steps to reach those goals
- Support services to help you succeed
Your plan is tailored to YOU.
Support Services Available
Through community partners, you may receive help with:
- Job training and employment support
- Education programs
- Childcare resources
- Transportation assistance
- Financial literacy and credit counseling
- Homeownership preparation
Earn While You Grow
One of the biggest benefits of FSS:
As your income increases, a portion of your increased rent is set aside in a special savings account (escrow account).
- You do NOT pay this money out of pocket
- It builds automatically as your income grows
- You receive the full amount when you complete the program
You can use this money for:
- Buying a home
- Paying off debt
- Education
- Starting a business
- Or other financial goals
Who Can Join?
The FSS Program is open to:
- Public Housing residents
- Housing Choice Voucher (Section 8) participants
- Project-Based Voucher participants
How to Enroll
To get started:
- Contact your housing specialist or FSS Coordinator
- Ask about joining the FSS Program
- Complete an intake appointment
During intake, we will:
- Review your application
- Talk about your goals
- Determine if you are ready to move forward
What Happens Next?
If you are eligible:
- Begin working on your personal goals
- Start building your escrow savings
Your Responsibilities
As a participant, you agree to:
- Follow your lease
- Work toward your goals
- Seek and maintain employment
- Stay committed to your plan
Note:
If you leave the program early, you may lose your escrow savings-but your housing assistance will not be affected.
Important to Know
- Participation is voluntary
- Joining the FSS Program will not affect your housing benefits. You will keep your assistance whether you finish the program or choose to leave.
- You may finish the program in less than 5 years if goals are met
