Minutes of Meeting

The Regular Meeting of the Norwalk Housing Authority Board of Commissioners was held at 5:30pm Thursday February 10, 2022.

LOCATION: Zoom Video Conference

Meeting began at 5:40 PM

Chairman Ingraham opened the meeting via Zoom and recognized the following present - Treasurer Liza Bermúdez-Montgomery, Commissioner Rahoul Dupervil and Commissioner Angela Wasunna. He then acknowledged the existence of a quorum. Chairman Ingraham turned the meeting over to Adam Bovilsky.

Vice Chair Brenda Penn-Williams joined the meeting at 5:45pm.

To be available to answer Commissioners queries and to adjust to Attorney Melanie Rausch's time constraints Mr. Bovilsky suggested the meeting move directly to the first item of New Business to discuss the site development agreement with Heritage Housing for the development of Colonial Village Phase Two. Before asking for a vote Mr. Bovilsky presented the Key terms of this agreement including a financial overview, potential funding sources, management agreement criteria and mix of unit ownership.

New Business:
18-13 Commissioner Brenda Penn-Williams moved to approve:

a. The site development agreement with Heritage Housing for the development of Colonial Village Phase Two.

Commissioner Liza Bermúdez-Montgomery seconded the motion.
Before voting Commissioner discussed project timeline, use of wetlands and reviewed proposed funding.

Attorney Rausch left the meeting.

Mr. Bovilsky returned the meeting to:

Report of the Secretary:
• HUD's selection of Norwalk Housing as a Move to Work ( MTW ) agency as part of Cohort #4. Mr. Bovilsky pointed out HUD states: "MTW is a demonstration program for public housing authorities (PHAs) that provides them the opportunity to design and test innovative, locally designed strategies that use Federal dollars more efficiently, help residents find employment and become self-sufficient, and increase housing choices for low-income families." Mr. Bovilsky then referenced the timeline for MTW policy implementation plus reporting requirements and projected benefits.

• COVID 19 Update - as case numbers continue to decline Norwalk Housing is planning a March 14, 2022 staff return to office date. Wendy Gerbier has reopened the learning centers for in-person learning.

• Colonial Village Modernization - Work has been moving ahead as planned.

• The next Board of Commissioners meeting is scheduled on March 10th. Due to a scheduling conflict the April meeting was changed from the 14th to the 7th.

The meeting moved again to New Business.

18-14 Commissioner Dupervil moved to approve:

b. Commissioners and Staff to attend the 2022 PHADA Annual Convention & Exhibition May 19-22 held at the Grand Hyatt San Antonio, TX at an early bird member registration price of $465 and a room cost of $226 per night plus taxes and fees.

18-15 Commissioner Dupervil moved to approve:

c. Wendy Gerbier and Tianna Brown to attend the UNITY with COMMUNITY , for OPPORTUNITY National After School Association (NAA) Convention March 20-23 in Las Vegas at a registration cost of $580 per person and a room cost for entire conventions of $800 per person plus taxes and fees.

Commissioner Wasunna seconded the motion.

18-16 Commissioner Wasunna moved to approve:

Commissioner Dupervil seconded the motion.
