MINUTES OF A MEETING
An Emergency Meeting of the Norwalk Housing Authority Board of Commissioners was convened at 4:16pm February 26, 2026.

Location: Zoom Video Conterence

Present:
Brenda Penn-Williams, Chair
John Church, Treasurer
Isaac Walcott, Commissioner

Absent:
Liza Bermudez-Montgomery, Vice Chair
Teneshia Jacobs, Commissioner

Staff Attending:
Adam Bovilsky, Executive Director
Charmaine Davis-Ford, Director of Finance
Lisa Endo, Director of Development
Donna Lattarulo, Outside General Council, Lattarulo Law Firm, LLC

Public Attending:
Linn Freedman, Robinson & Cole LLP

Roll Call:
At 4:16 pm, Chair Penn-Williams opened the meeting. Chair Penn-Williams recognized Treasurer John Church and Commissioner Isaac Walcott as present and acknowledged the presence of a quorum.

New Business:
Executive Session:
At 4:17pm Commissioner Church Moved to enter Executive Session to discuss a potential litigation matter. The Commissioners invited the following to attend: Adam Bovilsky, Lisa Endo, Charmaine Davis Ford, general counsel, Donna Lattarulo, and Cybercrime counsel, Linn Freedman.

Motion seconded by Commissioner Walcott                                     

All in favor. Motion carried

Executive Session to discuss potential litigation matter Started at 4:17 pm

At 4:31pm Commissioner Walcott made a Motion to exit the executive Session

Commissioner Church seconded the motion

All in favor. Motion carried


22-32 Treasurer Church moved to authorize the Executive Director to sign the MOU reviewed and discussed in executive session and to authorize the Executive Director to sign the revised Operating Agreement for Oak Grove as summarized in the MOU.

Commissioner Walcott seconded the motion.

The motion was carried.


22-33 Treasurer Church moved to adjourn the meeting.

Commissioner Walcott seconded the motion.

All if favor. Motion carried.

The meeting was adjourned at 4:34pm.
