MINUTES OF A MEETING

The Special Meeting of the Norwalk Housing Authority Board of Commissioners was convened at 5:34 pm April 9, 2026.

Staff Attending at Start of Meeting:

Donna Lattarulo, Outside General Council, Lattarulo Law Firm, LLC

Roll Call:
At 5:34pm, Chair Brenda Penn-Williams opened the meeting.
Chair Penn Williams recognized Commissioners Isaac Walcott and Teneshia Jacobs as present and acknowledged the presence of a quorum.

New Business:

22-39 Commissioner Walcott moved to select:

a. Stanley Construction as the contractor for the Ludlow Commons bathroom renovations

Commissioner Jacobs seconded the motion.

Greg Lickwola reviewed that plans and specs were drawn, and advertisements were issued for contractors to bid. Two bids were received on March 11th, 2026. Stanley Construction is the lowest responsible bidder with the lowest bid at $470,000.

22-40 Commissioner Walcott moved to authorize:

a. Adam Bovilsky authority to sign the easement document for 20 Day Street

Chair Penn Williams seconded the motion.

Donna Lattarulo took the floor to explain that the City of Norwalk's corporation council had found that there was no easement agreement in place between NHA and the city in regard to the CNI Phase 1 renovations at 20 Day St. Corporation council has drafted an easement agreement, which allows members of the public to walk over the two corners of NHA's property and for the city to install and maintain any signage and traffic signals. Donna Lattarulo stated that the document is a standard easement document.

Chair Penn Williams asked for additional information on how the issue was identified. Donna Lattarulo stated that it was missed when the certificate of occupancy was issued. The easement map was filed at the clerk's office, but not the easement agreement itself and it appears to be a clerical error.

22-41 Chair Penn Williams moved to authorize:

a. Adam Bovilsky authority to sign the subordination agreement for 20 Day Street

Commissioner Walcott seconded the motion.

Donna Lattarulo reviewed that the subordination agreement establishes priority of interest on land records and was needed as the easement was recorded out of order. The city and NHA will execute this agreement. It changes nothing in terms of ownership, as the property remains in the NHA portfolio. The document is just stating that the easement is subordinate to the Environmental Land Use agreement that is placed on the property.
